[Bug] CI does not enforce version bumps on PR

What - Describe the bug

It's possible to pass CI tests without bumping package version.

We should never have packages with same version number working differently.

This actually applies to just about every repo, we should make a custom action that we can use with every repo that uses poetry for packaging that checks that the PR version (in pyproject.toml) is higher than the one in main.
