Unused input parameter in fuentes temperature model

As far as I can tell the tinoct parameter in the _fuentes_hconv function is not being used:

I'm confident that it is a mistake in the porting from FORTRAN. The FORTRAN code did not use a function or subroutine to calculate hconv. I think we can just drop tinoct from _fuentes_hconv.

I'm guessing it was used while first drafting the pvlib version, but I ended up changing _fuentes_hconv to use the temp_delta parameter instead and overlooked the fact that tinoct was no longer needed. Seems like this can't have any effect on behavior, so it's just a linting issue I suppose. +1 to removing it.
