No manual pages

Debian policy section 12.1 requires that "Each program, utility, and function should have an associated manual page included in the same package or a dependency." and missing manpages are valid bugs against Debian packaging.

Presumably these would be best written by upstream, hosted upstream, and would be valuable to all users, not just Debian.
