File retry and error tracking during quant deploy #159

Is your feature request related to a problem? Please describe.
If network issues occur during a quant deploy file uploads can fail. In deployments containing many files it is easy to miss these in the logs.
Describe the solution you'd like
A retry (or wait/retry) would resolve this issue 99% of the time. When it fails, it would be nice to see a list of true failures at the end of the run.
