Should expeditor-lib have a dependency on xrepl-lib

expeditor doesn't load unless xrepl (or something else) loads it. In a Racket minimal install installing expeditor-lib and then running racket will not result in an expeditor enabled REPL. It does work after installing xrepl-lib.
