Move main.libsonnet Hard coded URL into environment variables

1. Move all Hard coded URL in main.libsonnet code into environment variables:
   https://github.com/redhat-performance/benchmark-runner/blob/main/benchmark_runner/grafana/perf/jsonnet/main.libsonnet
2. Once done need to update Jenkins and GitHub actions pipelines too.
