Combine support functions into a shared module

Problem: In the config modules: PAO-config, SRIOV-config, MACVLAN-Config, DPDK-config etc.  each has a functions.sh that contain support bash function.  These functions.sh are highly similar and overlapped.

Todo: combine them into one shared module.
