Add variable time resolution #30
Description
For some observations, the intraday market is relevant. Since this has a quarter-hourly resolution, it is important to be able to map this in deflex. In order to avoid that further special cases of the temporal resolution are integrated, a variable resolution should be possible.
The suggestion was made by @uvchik to insert this via the parameter specification of the number of time steps and time step length.
