wxWidgets error if built with VS2017 (wxWidgets need to be updated?)

need to be defined in recompiler_tools

@flagz404 So recently I've touched this repo and I'm so mad!

I've downloaded exactly 3.1.0 version of wxWidgets. After I git'cloned it, I retargeted solution into newest toolset (v143) and VS 2022. Compiled it with DLL Release. Manually copied lib and include folders into recompiler root. Then I've retargeted recompiler to use v143 toolset and VS 2022. And then I've patched it to use VS 2022 msbuild.exe, because the path is hardcoded to use only VS 2017. After that I finally compile it into release build. Ran the recompiler_tools.exe. Started to recompiler my .xex file. You know what? IT CREATES FAKE VS 2017 PROJECT TO BUILD. After digging into it, I found that method that just creates the project, patched it to use vs143 toolset. After that.... I CRASHES BECAUSE WHAT THE HELL IS std::isnan?????? Hopefully, I don't need to recompile it, because file with that error just copies into temp code
