[BUG] Remove notification topics dependence on device storage

Describe the bug
The FirebaseMessaging service tries to store notification topics settings in both the notification BB user record and in device storage. This can present issues if the stored topics get out of sync.

Expected behavior
Remove dependence on device storage. All notification topics data should be stored by the notifications BB.
