[KappaPT] SVGF causing green/white flickering artifacts after accumulating. #140

Description

Describe the bug
When SVGF is active, green and white flickering artifacts show up on the edge of the screen after accumulating, and progresses the longer the screen stays in the same place without movement. This can be most easily seen turning up the color and normal weights, but even with 0.1 0.2, we can see the edge flickering rather violently, especially after a while.

To Reproduce
Steps to reproduce the behavior:

  1. Turn on SVGF
  2. Set weights to 1.0 to easiest see this issue, but can assess on even lowest settings.
  3. After a while, the ENTIRE screen becomes green.

Expected behavior
No flicker or graphical corruption, as how NosVX and SVX implement it, I cannot see the same issue even with a filter tap rad of 3 and 1.0 strictnesses with a pre-filter.

Screenshots
Hard to capture initial, but had some lucky captures.

Will add image of eventual corruption when I'm back, leaving system to afk to capture it.
