Not all use case doesn't require privacy protection(e.g., private meeting).
The current implementation only provides privacy-preserving lottery which makes it more complicated and not useful in some real-world deployment scenarios.

Required features

• When creating a new lottery event, a manager can selectively activate a privacy protection service on the lottery.
