Design meeting: `Move` trait

Summary

In today's extended lang triage at least 3 lang members expressed interest in discussing Move (#354) in more detail, and we identified at least one point of disagreement among lang members ¹. This seems like it would make for a good meeting to discuss in more detail. I'm happy to put a design doc together for this.
