Upgrade to legacy survey DR10

🚀 Feature Request

upgrade legacy survey images from dr9 to dr10. Should be one-line change in cutouts.py, line https://datalab.noirlab.edu/sia/ls_dr9 -> https://datalab.noirlab.edu/sia/ls_dr10, but also needs to be tested to make sure it works.

Not every transient has DR10 data, but can look up whether data exists for any given transient via https://www.legacysurvey.org/viewer#IC%20908
