telescope filter does not change content of world plot

Maybe I'm misreading the intent ... From https://dev.heroic.scimma.org/, the left pain (when expanded) says "Filters" near the top. In the telescope section, I selected all telescopes for Gemini and CTIO. The Telescope section then says "4/32 Telescopes selected" as I expect. But the world plot still shows 32 of them.

Yeah, currently it just filters based on what the visibility is, so if you've just selected telescopes but not the other fields so no visibility has been calculated, it does nothing. I guess we should change that logic so if you select any telescopes it uses that even if there is no visibility calculated yet.
