--build-arg INSTALL_SCITOKENS_CLIENT=true does not build

[cantrip]

When I specify --build-arg INSTALL_SCITOKENS_CLIENT=true I get the following message after building:

[Warning] one or more build args were not consumed: [INSTALL_SCITOKENS_CLIENT]
