Error installing dependancies

ERROR: Could not find a version that satisfies the requirement cython>=3.1

I used python 3.8 and for now it seems like I could install all requirments.
3.9 did not work, only 3.8

I succeeded on installing - with various changes in versions. Installed newer scipy and additional packages. When it all works I'll add a comment here of the versions worked for me. (Also I tried with conda instead of venv with many issues and given up on it - to help anyone trying)

With additional patches:
Installed chumpy-fix

and inside chumpy package change:
inspect.getargspec
to
inspect.getargs
I changed another thing related to object but can't find the change now :/
