Add templates for reporting issues (bugs and new features)

@natsteinmetz it will be great if you can add templates for reporting bugs/features for this repository same way as we have it for https://github.com/shescoding/shescoding-dot-org We can use same templates :)

I checked the instructions https://help.github.com/articles/creating-issue-templates-for-your-repository/, I believe you are the only one with permissions to change settings.
