Put "fct_update_tray_menu was called by" behind debug flag #747

Brief summary of issue

When starting shutter 0.99.6 on the command line, the terminal is spammed with tray information lines like

fct_update_tray_menu was called by Wnck::Screen=HASH(0x56367f28f768)

fct_update_tray_menu was called by Wnck::Screen=HASH(0x56367f28f768)

fct_update_tray_menu was called by Wnck::Screen=HASH(0x56367f28f768)

This lines have no use for normal users and should be only printed when shutter is started with --debug.

Steps to reproduce the issue

  1. Start shutter
  2. See line
  3. Switch active window (non-shutter)
  4. See line
