Don't retry incomplete/invalid unproc_blocks indefinitely #192
Description
If bad block data gets put into Redis, the scheduled task will repeatedly fail on this data. A better solution would be for them to get flagged as bad data and be skipped on future runs. A manual generate_credits run flag could be allowed to retry even error flagged blocks.
