factor be20_api back into BE

For longterm maintainability, and becuase I've given up on maintaining tcpflow, I'm thinking of moving be20 back into bulk_extractor , so that there isn't the hassle of dealing with submodules.

Thoughts?

+10,000,000 If you moved tcpflow into the bulk_extractor repo, too, you might find it much easier to maintain. In some ways GitHub set the world back; a source control repo does not necessarily need to look just like the released source tarball for a project. Jon

tcpflow runs on be12, not on be20, which has a slightly changed API.
