Secrets blows up when there is no config/secrets.yml

I think it should not blow up in this case. Maybe it could give a warning instead?

How the heck do I attach a pull request to an existing issue? I tried the following:

$ hub pull-request -i 1
Error creating pull request: Unprocessable Entity (HTTP 422)
Head sha can't be blank
Base sha can't be blank
No commits between singlebrook:master and sbleon:no_secrets_file
