Reusage of common csi provider for open ebs provisioned volumes

Issue/Feature Description:
Currently, Kahu supports separate backup provider for open ebs provisioned volumes.
Common csi snapshot provider is now enhanced to use snapshot content name as the backup handle.
So this common provider can be reused for open ebs volumes as well.
With this, all code and deployment parts related to the open ebs backup provider can be removed for better maintainability
