reset seq when it drops below the last tracked

Just now we saw https://skimdb.npmjs.com/registry drop from seq 1.3m to 234925 which is no good.  Upon timeout we should check the seq on the registry, and if it's lower than the last collected seq then reset seq to 0 and rebuild the index.
