Route programming slowness

When receiving multiple route updates within a short window (e.g, add/remove/add port channel member in quick succession), VPP route programming is occasionally slowed down. For single operation it is fast, <1s, but when processing multiple requests times up to 1 minute per bulk request have been observed.
