Add support for a coulomb counter battery gauge (LTC2959) #37

Could you consider adding support for the LTC2959 battery gauge?
I’d like to be able to track power consumption and totalize the readings. This chip does it all.
(Selling a QWiiC a breakout of this device and a Arduino IDE driver would be a real plus!)
