User Context: * Role: Recruiter

Description: While a candidate moves through the full hiring process (Application -> Interview -> Job Offer -> Hired), the system fails to send any corresponding email notifications to the Recruiter. Although the in-platform notification tray correctly displays these events, no external emails are triggered for the Recruiter, despite the Candidate receiving their respective emails successfully.

Steps to Reproduce:

Log in as a Candidate.

Apply to a role owned by a Recruitment Firm.

Progress the candidate through all lifecycle stages: Interview Scheduled, Job Offer Extended, and Hired.

Check the Candidate’s email inbox (Note: They receive all "noreply" notifications correctly).

Log in as the Recruiter associated with the firm/role (e.g., Melissa Simmons).

Check the Recruiter’s email inbox.

Observe the In-platform Notification Tray (Note: Notifications are visible here, confirming the events were recorded).

Expected Result:
The Recruiter should receive automated email alerts for every major candidate milestone (New Application, Interview Request, Offer, and Placement) to ensure they can manage the process without being constantly logged into the platform.

Actual Result:
The Recruiter receives no emails at any stage of the process, even though the in-platform notification system is functioning correctly.
