Station with Dynamic Dwell Time

We need a version of SimpleStation which allows the user to supply dwell time coefficients for demand values.

Going to use this to update the requirements here for a station. The requirements are

• Takes a mean passenger arrival rate and 1-2 demand coefficients
• Computes a dwell time based on cumulative passenger arrival since previous train
• Possible extension to include on-board demand and crowding.
