Engines Refuse To Switch Propellants After Flame Out

I've had this happen with the thermal launch nozzle, nuclear turbojet, thermal ramjet, and thermal turbojet.

Say I'm launching a space plane, and I get into orbit just fine, but then while de-orbiting I use up all my LiquidFuel, after that the engines refuse to use any other propellant and just completely freeze into uselessness.

I experienced it with the thermal launch nozzle where I had an imbalance of LqdOxygen and LqdHydrogen, so I tried to switch from Hydrolox when it ran out of oxygen, but then it wouldn't use the hydrogen!

This is really annoying when trying to de orbit space planes because you have to use pure gliding and can't fly anywhere in-atmosphere. It also seems to persist over reloads. (At least quick loads)

The are esstenitaly all the same engin, except for some parameters. I found the problem and it should be fixed now
