Run Jenkins script from SCM

The build.groovy script should be referenced directly from this repository via "Pipeline Script from SCM". Doing this would obviate the need to manually cut-and-paste into the build configuration after each change.

This was attempted (in a slightly earlier version of Jenkins) but it either failed to poll either of the two source repositories, or only worked for the first.
