New Bard Issue: Can not move sets

Bug description

We just updated to the latest version of Statamic and instantly a major issues.

• When creating a set, it no longer be dragged up or down throughout the text

How to reproduce

Create a Set within a bard field. Write some text before and after the set. You can not drag and drop the set and move it up/down like you used to. The type of set or its contents don't seem to matter.
