[RFC]: Replace generic math assert utilities with `float16-specific assert`

This RFC proposes

Several float16-related packages currently rely on generic math assertion utilities from @stdlib/math/base/assert/. To improve correctness, consistency, and clarity, these assertions should be replaced with float16-specific equivalents from @stdlib/number/float16/base/assert/.
