Properly handle multiple server list in Publisher reverse connection

When an STTP Publisher is setup in reverse connection mode, it establishes a TCP client based connection to an STTP Subscriber configured with a TCP server connection.

When more than one IP is specified for the destination subscriber, the publisher is not successfully transitioning to the next IPs - failures to connect stick to the first IP.
