UTF-8 support

Hello,

Wonderful utility.  Does it support UTF-8? I think it does not, at least in my PC, testing from either Powershell or WSL. I just do:

wsl-notify-send.exe caído

And instead of "í" it gives me the UTF8 encoding: Ã. So it reads "caÃdo".
