feat(cli): [proposal] move subo into this repo as e2 cli

Basically, move the Subo CLI into this repo and call it e2

I removed the se2 subcommand and moved its children up a level: e2 deploy and e2 create token

You can try it by running make e2

The Github workflows would still need to be ported and releases would need to be set up, including all the builder images.
