bug: voice commands don't work if google app isn't installed

Using mic button on top bar in lists fragment fails and does not offer user prompt explaining error.  It appears as if the button is broken.  Will work as intended if Google App is installed (https://play.google.com/store/apps/details?id=com.google.android.googlequicksearchbox&hl=en)
  Offer user error box if voice commands are attempted without google app installed.
