Provide support for RPW L3 data products #136

Describe the feature
Solar Orbiter/RPW Level 3 products are now available for both TNR and HFR
(solo_L3_rpw-tnr-surv-flux_*, solo_L3_rpw-hfr-surv-flux_*), via SOAR.
These are calibrated dynamic spectra (W/m^2/Hz or SFU), provided as simple 2D
time × frequency matrices, and are much easier to handle than earlier levels.
Reading and plotting is essentially just pulling Epoch, FREQUENCY, and
PSD_SFU from the CDF.
Feels like a natural easy fit for radiospectra, and probably fairly low-effort to
support once we get around to it. Adding this here mainly so it doesn’t get
forgotten and so others are aware the L3 products now exist - I think Herman (DIAS) is planning to give it a go if he has time
