How do you interpret this fitting into the process of building the project?

The menu bar and the submenus contained therein serve as an anchor for the site. It should be built as content is being created. A bare bones version of the menu can be built first to reflect the different components of the site, and can be honed as more elements are built.

Why is this in the Sprint at this time?

The menu bar is the manifestation of the overall information architecture of the site. It is a pivotal feature to the development of the site. It needs to be built in the early stages of development in order to ensure that it is usable and organized in a clear manner. The organization of the global navigation bar should be tested multiple times before the website is launched, which is why it is being included in this Sprint and is not being pushed to a later one.
