Distribute `application.html.slim` (broken filters && bad coupling)

• This should be written in react

• Doesn't make sense to conditionally render page headers for a few select pages instead of just using application.html.slim to render the TRUE "navigation bar" and "side bar". These headers should be in the respective ****.html.slim files.
