Failure to set downtime on build prevents automatic reboot

As the title says, if the monitoring plugin fails to mark a host for downtime - for example when rebuilding a recently installed machine - then it will also not trigger an automatic reboot on the machine.
This papercut causes annoyances when debugging provisioning or when fixing first-run issues with Puppet.
