[Enhancement][ClusterResourceManager] Automatically create ResourceManager object in each namespace according to namespaceSelector

ResourceManager manages resource only in current namespace. For multiple namespaces management multiple resource manager objects is not easy task.

For automatically creation of ResourceManager object in multiple namespaces ClusterResourceManager should be created. It should automatically create ResourceManager object in each namespace selected by nameSpaceSelector of ClusterResourceManager
