Windows 10 VS 2017 build issues

Followed directions and got 265 "_NoEXCEPT: unknown override specifier" errors.

I also tried VS 2019 and Intel 2020 compiler. Same results.

Please advise.

Also, your link for precompiled binaries and examples is broken.
