[Test Automation] Support DEV/PROD environment test data config

Do the same as we did for Work Manager in this issue topcoder-platform/work-manager#1231

The only thing name the new config files as: connect-automation-config-dev.json and connect-automation-config-prod.json

Also, make some other small improvements which I did for the solution for Wokr Manager, see first 5 commits in this branch: https://github.com/topcoder-platform/work-manager/commits/feature/test-automation-2
