Application should not start maximized when no stage status is saved from previous runs

Description

I was reviewing an email from a user saying that PDFSam Basic would always open in full screen and he could not resize the window. I was about to suggest resetting the settings via the -c argument but then I discovered that when no settings are saved the window opens maximized by default.

Steps to reproduce the issue

1. Open PDFSam Basic and maximize the window
2. Close the app, re-open to check that settings were persisted correctly
3. Start the app from the command line passing the -c argument
4. PDFSam Basic still opens maximized
