[Feature] Build a tool to report network topology and status

Using TorchSpec requires dedicated effort to setup network to corresponding config. We should have a tool to do the following:

Return all the available RDMA devices, present rate of the RDMA devices.
Return the network interface name to for NCCL_SOCKET_IFNAME.
Confirm the connection between multiple nodes in the ray cluster through the devices collected.
```
