error when apt-cyg install

We use it in the ci.
Use command apt-cyg install bison cmake flex gcc-g++ libboost-devel libevent-devel make openssl-devel xz zlib-devel to install the Software.

It shows that error like this when unpack the libboost_thread1.66-1.66.0-1.tar.xz.
