Build for Scala Native 0.5

The Scala Native 0.5 support was partially completed in #189 and can be experimented with using 0.11-b0644b4-SNAPSHOT.

This is based off the native-0.5 feature branch.

Once fs2 and cats-effect have mainline releases, the feature branch should be merged into main and released.
