Add process to clean out stagnant files

While Attachments Portlet hydrates files, there does not seem to be process to remove files that are no longer in use. A process should be developed where attachments that have not been accessed in long period (i.e. 30 days) are deleted.

I assume you mean "from the file system?" (not the database)
