Renamed Texas prisons

Need to update Name in fac_data and xwalk_name_clean in fac_spellings for all spellings of the 3 prisons.

Different state, same situation – a few renamed North Carolina prisons:

• Polk became Granville (here)
• Morrison became Richmond (here)
• Caledonia became Roanoke River (here)
• Swannanoa became Western CCW (here)
