Describe the feature

CI doesn't like it when you build rosbridge-suite from source. So don't! Joe just learned that it is an officially supported ros package so just add sudo apt install ros-jazzy-rosbridge-suite -y to the install script and also have the sub's bringup auto start the gui.

Modify the install script and sub9's launchfile (1/2 done on some branch that only joe knows about).

Describe alternatives you've considered

Nuke CI and build from source (don't nuke CI)

I will do this and it's basically already half way done :)
